Chapter 11 bankruptcy is referred to as a "reorganization." It allows businesses (and certain individuals) to retain its assets and continue operations under the supervision of the bankruptcy court and the United States Trustee. A chapter 11 debtor will restructure its debts through a chapter 11 plan, which must be voted on and approved by creditors.

The Bankruptcy Code imposes additional requirements and deadlines on small businesses (defined as businesses with debts less than $2.3 million).
